[LE] (TWW) Garrote (With Improved Garrote)

All-purpose Improved Garrote tracker. Trigger 3 (Custom) Condition Values available if you wish to re-make/customize Conditions: - Current Garrote Improved? - This is True if the current target's Garrote (the Garrote that the aura is currently showing) is an Improved Garrote. - Next Garrote Improved? - This is True if you currently meet the conditions for a Garrote to be improved if your next GCD is a Garrote. For Developers: I've added a call to ScanEvents which will broadcast when your target's garrote status (improved or not improved) is detected. You may reference this event in other Weakauras as you see fit (for example, I use this to set a glow on my pack's Vanish Icon). It is broadcast on Garrote's target aura trigger, with the second argument simply being true/false for if the Garrote is improved.
